This course aims to equip town planners with a clear understanding of the statutory and strategic frameworks that guide heritage planning in Victoria. It introduces key concepts of cultural significance and explains the process for identifying heritage places. The course introduces the purpose and operation of the Heritage Overlay in the context of the Victoria Planning Provisions and other State and Commonwealth heritage designations. It will discuss the application of permit triggers and the role of Statements of Significance in statutory decision making. Participants will learn to apply State and local heritage policy and prepare robust, heritage informed recommendations informed by Council’s heritage advisor and other guidance. The program also builds practical skills in working with heritage advisors and balancing heritage within broader planning objectives.

Presenters
Jim Gard’ner is a registered architect with experience in heritage spanning the private, public, and not-for-profit sectors in Australia, New Zealand and the United Kingdom. He is a former Executive Director of Heritage Victoria and has led the assessment, conservation, and management of heritage places in private practice and with English Heritage, and the National Trust of Australia (Victoria).
Renae Jarman is planner with extensive experience in heritage in the public and private sectors. Renae previously managed the statutory functions of Heritage Victoria and worked in local government as strategic planner specialising in heritage. Renae has led heritage studies and associated planning scheme amendments as well as developing heritage strategies and policies for State and local government.
