2026 QLD Legal Lunchtime: Post-decision – how does Alternate Dispute Resolution work?

Speakers

Steven Adams MPIA - Alternative Dispute Resolution (ADR) Registrar, Queensland Planning & Environment Court.

Steven Adams is town planner with over 35 years of experience. Steve worked for Brisbane City Council for 23 years in a range of areas including Development Assessment, Local Area Planning and City Plan drafting. For 7 years he managed planning appeals for the Council in conjunction with the in-house legal team.

In late 2013 he was seconded to the Qld State Assessment Referral Agency (SARA) to build and manage their new Planning Appeals unit. Whilst there he trained officers in SARA and other State departments in good decision making, condition drafting and ethics.

He was a general referee on the Qld Building and Development Tribunal for 9 years and heard numerous cases. In mid-2015 he took over the role of ADR Registrar of the Planning and Environment Court of Qld. As the ADR Registrar he has chaired just over 2700 mediations. The actual number of mediations he has participated in, during his current and previous roles, doesn’t bear thinking about

Chelsea Zwoerner - Associate , Corrs Chambers Westgarth

Chelsea is an Associate at Corrs Chambers Westgarth, specialising in planning, environment, and native title law. She regularly represents government and private sector clients in planning and environment litigation, including appeals, originating applications and enforcement matters. Chelsea’s experience also extends to native title proceedings, land contamination litigation, and advising on matters relating to planning, infrastructure, lawful land use, and administrative state and local government issues.

Working with a diverse range of clients, including local and state government entities has helped Chelsea build a well-rounded understanding of legal frameworks and effective legal solutions.

About the series

The Legal Lunchtime Series will bring together speakers with recognised expertise in various aspects of the Queensland Planning System and provide a platform to educate, inform and provide solutions through short seminars focusing on topics identified by our members.

These sessions will provide the necessary information and practical help for those currently working in the planning profession and looking to improve their understanding of legal issues that impact on town planning in Queensland.

Series Chairperson

Amy Adamson MPIA - Principal, Meridian Urban

Amy is a statutory planning specialist with over 20 years of experience in various forms of land use planning. She maintains an extensive understanding of the Queensland planning framework and specialises in the interpretation of complex legislative frameworks into practical planning outcomes.

Amy has prepared and managed development applications throughout Queensland. She has advised clients and Government on a number of land use enforcement and compliance matters and has been nominated as a town planning expert in proceedings in the Planning and Environment Court and Land Court.

Amy also provides assistance to Local Governments across Queensland with planning scheme drafting and development assessment, with a particular focus on bushfire. She has also provided development assessment support to State agencies in both planning and bushfire matters.
