2026 QLD Legal Lunchtime: Post decision – how to ensure that conditions are complied with and the approval is lawful

Event Outline

An approval is just one step in to journey to seeing a development being realised. The decision will normally have a multitude of conditions to be complied with, requiring inputs from a range of experts on a range of matters. This seminar is intended to educate and inform the attendees about the best way to ensure that conditions are complied with and therefore the approval is lawful.

Speakers

Renee Gorman - Associate / Technical Manager, GMA Certification Group

Renee Gorman commenced her career in the building industry in 2000 as a Building Designer with Geoff Mitchell and Associates. Over the subsequent 12 years, she developed a strong focus on projects requiring planning approvals, gaining substantial experience in Queensland’s planning legislation of the time, including the Integrated Planning Act (IPA) and the Sustainable Planning Act (SPA).

In 2011, Renee chose building certification as a new career path. She completed her studies and became a licensed Building Certifier in 2016. In 2018 Renee won the QLD Emerging Certifier of the year award, and this was followed by the National Emerging Certifier of the Year award in 2019.

Renee was appointed Technical Manager of GMA Certification Group in early 2018. In 2022, she became an Associate of the company.

She is the co-author and presenter of the Queensland Private Building Certifiers Course, the prescribed course under the Building Act which all private certifiers must complete before obtaining QBCC endorsement to issue building approvals. Renee is also a tutor at Bond University in Building Controls and Legislation.

Alongside her previous involvement with various AIBS branches and technical advisory groups, Renee currently serves as a QLD/NT AIBS Chapter Committee Member and is the Convenor of the AIBS Gold Coast Branch.

 

 

Ciaran Houston, Principal, Planning and Environment team, Mclnnes Wilson Lawyers

Ciaran is a Principal in the Planning and Environment team at McInnes Wilson Lawyers. He specialises in local government, planning and environment and compulsory acquisition law. He has a background in property and commercial law and brings extensive project experience representing diverse clientele—including local governments, State government departments, property developers and commercial clients.

Ciaran is a frequent advocate in the Planning and Environment Court, Land Court of Queensland and Magistrates Court. 
He works with planners regularly on projects which require strategic and technical guidance and enjoys delivering solutions for complicated developments.

About the series

The Legal Lunchtime Series will bring together speakers with recognised expertise in various aspects of the Queensland Planning System and provide a platform to educate, inform and provide solutions through short seminars focusing on topics

identified by our members.

These sessions will provide the necessary information and practical help for those currently working in the planning profession and looking to improve their understanding of legal issues that impact on town planning in Queensland.

Series Chairperson

Amy Adamson MPIA - Principal, Meridian Urban

Amy is a statutory planning specialist with over 20 years of experience in various forms of land use planning. She maintains an extensive understanding of the Queensland planning framework and specialises in the interpretation of complex legislative frameworks into practical planning outcomes.

Amy has prepared and managed development applications throughout Queensland. She has advised clients and Government on a number of land use enforcement and compliance matters and has been nominated as a town planning expert in proceedings in the Planning and Environment Court and Land Court.

Amy also provides assistance to Local Governments across Queensland with planning scheme drafting and development assessment, with a particular focus on bushfire. She has also provided development assessment support to State agencies in both planning and bushfire matters.
