In Queensland, Development Tribunals provide an accessible, affordable and timely service for people who are not satisfied with building, plumbing and planning decisions made by local government and private certifiers. The aim of this seminar is to inform and educate the audience about how a Development Tribunal operates, the rules for hearings and the process through to decision.

Stafford Hopewell MPIA - Special Counsel ,Gadens
Stafford is a Special Counsel in the Planning and Environment team in Brisbane. His widespread expertise includes town planning, environment, heritage, coastal, vegetation and contamination matters with a focus on major development and infrastructure projects. These include mixed use developments, master planned residential communities, road and water infrastructure.
He acts for a broad range of clients including property owners, developers, councils and the Queensland Government on approval, compliance, enforcement and appeal issues, as well as facilitating and negotiating project delivery. Stafford also represents a wide range of private and institutional clients on land valuation and land acquisition and resumption issues.
In addition to being a qualified lawyer, Stafford holds qualifications in planning, environmental management and public administration.

Roger Sharpe PIA (Assoc.)- Manager of Planning Assessment, City of Gold Coast
Roger Sharpe is the Manager of Planning Assessment at the City of Gold Coast, bringing more than three decades of local government experience to the role. He leads complex development assessment functions, with a strong focus on statutory compliance, sound planning outcomes, and continuous improvement of assessment processes. Roger is widely experienced in managing major and high-risk development applications, development tribunal appeals, and policy interpretation, and is known for his emphasis on regulatory clarity, ecological protection, and professional accountability. He provides strategic leadership to multidisciplinary assessment teams and regularly engages with senior executives, legal advisors, and industry stakeholders. Roger has been involved in a range of Development Tribunal matters stretching over 20 years and is keen to share his observations and learnings to this group

About the series
The Legal Lunchtime Series will bring together speakers with recognised expertise in various aspects of the Queensland Planning System and provide a platform to educate, inform and provide solutions through short seminars focusing on topics identified by our members.

Amy Adamson MPIA - Principal, Meridian Urban
Amy is a statutory planning specialist with over 20 years of experience in various forms of land use planning. She maintains an extensive understanding of the Queensland planning framework and specialises in the interpretation of complex legislative frameworks into practical planning outcomes.
Amy has prepared and managed development applications throughout Queensland. She has advised clients and Government on a number of land use enforcement and compliance matters and has been nominated as a town planning expert in proceedings in the Planning and Environment Court and Land Court.
Amy also provides assistance to Local Governments across Queensland with planning scheme drafting and development assessment, with a particular focus on bushfire. She has also provided development assessment support to State agencies in both planning and bushfire matters.
