Event Outline
This course is split over two x half-days, participants must attend both days.
What is required to make a good planning scheme? This two x half-day training programme will help you create effective, well drafted planning schemes and policy instruments in Queensland.
You will learn key planning making and implementation tips based on over 35 years of experience in scheme drafting.
Over two days, the course covers the following topics:
- How planning schemes are the foundation for efficient and effective development assessment
- How they are used and challenged, and why good drafting is critical
- Requirements under the Planning Act, State Planning Policy and the Minister’s Guidelines and Rules;
- Managing numerous input studies, stakeholders and time
- Creating integrated, cohesive and consistent policy and balancing competing objectives;
- Options for scheme structure and operation, and the role of different parts;
- Prescriptive versus performance-based planning provisions;
- How to draft well and avoid common traps and weaknesses.
Designed For
This training programme is designed for planners and others involved in preparing or reviewing planning schemes and other policy documents, including those working for local governments, state government agencies and consultants.
Learning Outcomes
At the end of this course, attendees will:
- have the tools to evaluate and manage the challenges associated with planning scheme drafting;
- have the knowledge to create and draft schemes that achieve better planning outcomes; and
- understand how to avoid unintended consequences
The course has drawn on feedback and insights from the private and public sector practicing professionals and for some components of the session will offer the opportunity for participants to meet and hear from some of these contributing representatives.

Jenny Roughan MPIA (Life Fellow) - Principal, RoughPlan
Jenny Roughan is the principal of Rough Plan and has over 35 years of experience practising as a planner. She has managed a range of planning and development projects for clients in both the private and public sectors. She has extensive experience in development assessment and as an expert witness in Planning and Environment Court appeals, as well as in strategic planning, policy development and planning scheme drafting.
Jenny was appointed a Life Fellow of the Planning Institute of Australia in 2021 in recognition of her extensive and varied contribution to the planning profession.
