Event Outline 

Planning decisions often involve navigating Aboriginal cultural heritage requirements alongside design, approvals and client expectations. Understanding these pathways early can help support well-informed design outcomes, clearer advice to clients, and respectful engagement with Aboriginal stakeholders.

This webinar provides a practical overview of Aboriginal heritage processes relevant to planning, with a focus on helping planners identify requirements early, understand available pathways for both state and local developments, and communicate options clearly and respectfully.

Drawing on decades of experience from Biosis consultants, the session will use real-world case studies to explore how heritage considerations can be integrated into planning and design processes, reducing uncertainty and supporting smoother project delivery.

This webinar will cover:

• The difference between an Aboriginal Due Diligence Assessment and Aboriginal Cultural Heritage Assessment.
• Key differences in heritage pathways for State Significant Developments versus local Development Applications.
• What is an Aboriginal Heritage Impact Permit, and when is it required?
• When salvage may be required, and what that process involves.
• How cultural material is repatriated.
• Typical timeframes for engaging with Registered Aboriginal Parties.
• How heritage assessments can inform sound design and planning decisions.
• An introduction to common lithic artefacts: what they look like and what they can tell us about past Aboriginal occupation.

This session is designed to build confidence, clarity and shared understanding, supporting planners to engage with Aboriginal heritage matters in a considered, informed and respectful way.

 

Speakers 

Anthea Vella 

Anthea is the NSW Heritage Team Leader. She brings over six years of experience in the consulting industry, complemented by extensive volunteering on archaeological research projects across Australia. She has successfully managed and delivered a variety of Aboriginal cultural heritage and historical heritage projects throughout NSW and possesses specialized geophysical expertise in Ground Penetrating Radar (GPR) data collection, processing, and interpretation.

Anthea has worked with a diverse client base, including architectural and engineering firms, private developers, and government departments. Her project portfolio includes Aboriginal Due Diligence Assessments, Aboriginal Cultural Heritage Assessments, Historical Heritage Assessments, Statements of Heritage Impact, Constraints Assessments, Aboriginal and Non-Aboriginal Heritage Management Plans, and permits for Aboriginal archaeology. She has contributed to projects ranging from sites of major State significance to those of local importance.

Crystal Garabedian 

Crystal is a Senior Heritage Consultant in the New South Wales Biosis Heritage team and the Business Development Coordinator in NSW. She holds a Bachelor of Science and a Bachelor of Arts (Honours), with a specialisation in shell midden archaeology.

Crystal has managed a diverse portfolio of projects, including Aboriginal Due Diligence Assessments, Aboriginal Cultural Heritage Assessments, Historical Archaeological Assessments, Statements of Heritage Impact, Heritage Interpretation Plans, and both Aboriginal and non-Aboriginal Heritage Management Plans. She has successfully obtained numerous Aboriginal Heritage Impact Permits (AHIPs) and Section 60 approvals for her clients, demonstrating a strong grasp of regulatory requirements and stakeholder engagement.
